Monsoon and wind
Document what changed—and when.
The National Weather Service Tucson reports that Tucson averages 5.69 inches of precipitation during the monsoon and warns that thunderstorm winds can be damaging even when heavy rain is absent. After a storm, note the date, wind or hail observations, where water appeared, and whether the symptom is active or has stopped. Do not climb onto the roof to investigate.
From the ground, look for displaced material, blocked visible drainage paths, loose exterior objects, and deteriorated sealant that a licensed professional should evaluate. Keep prior invoices, warranties, and roof photos together.
Flat and low-slope roofs
Ask how water is expected to leave the roof, whether ponding or debris is present, and whether penetrations and transitions are part of the scope. For a coating proposal, request product, preparation, repairs, coverage, cure requirements, excluded conditions, and warranty in writing. A surface coating should not be presented as a cure for unknown deck or structural problems.
Tile roofs
Photograph displaced or broken pieces only from a safe location. Ask the contractor which layer is believed to have failed and whether the estimate addresses tile, flashing, underlayment, battens, penetrations, deck, or structure. Clarify how tiles will be staged and reset and how breakage or discontinued profiles will be handled.

Insurance preparation
Arizona's Department of Insurance and Financial Institutions advises documenting damage with photos or video, contacting the insurer before repair or disposal when possible, preventing further damage if safe, and keeping receipts. Coverage depends on the policy. Rain entering through a wind- or hail-damaged roof may be treated differently from surface-water flooding, and deductibles or exclusions may apply.

Permits and contractor checks
City of Tucson guidance says same-type roof-surface repair or replacement may be permit-exempt when it is nonstructural and outside a Historic Preservation Zone, while structural roof work requires a permit. Details and jurisdiction matter, including whether a property is in the city or unincorporated Pima County. Ask the contractor to state permit responsibility in writing and confirm requirements with the relevant authority.
Arizona ROC recommends checking that the contractor's license is current and appropriate for the work, confirming the person negotiating is authorized, requesting references, and getting written estimates from at least three licensed contractors.
